Strategies for Small Group/Cell Group (Introduction)

First of all, pastors should plan the strategy for the small group movement, and then plan the tactics for the strategy. In view of this principle the strategy must be a big picture, while the tactics are details in the strategy. Strategy is the overall process, while tactics are the various activities which contribute to the strategy (Wagner 1987, 26. trans. by Myung 1992, 25).

The strategy for small group may be planned into two parts: one is leadership training, the other the small group operation. In this section only the small group operation will be dealt with, while the leadership training will be dealt with in the next section, Lay Leadership Training.
